Tinubu Scraps Foreign Scholarship Scheme ‘To Boost Local Universities, Polytechnics’

President Bola Tinubu’s administration has officially discontinued the Bilateral Education Agreement (BEA) Scholarship Programme.

The Minister of Education, Dr. Maruf Olatunji Alausa, made the announcement in Abuja, citing a comprehensive policy review and a strategic commitment to prioritise investment in local tertiary institutions.

“Every course Nigerians travel abroad to study through the BEA is now available—and often of higher quality—within our own universities and polytechnics,” Dr. Alausa said.

“It is no longer justifiable to fund overseas studies with public resources when capable alternatives exist at home.”

A statement issued on Wednesday by the Director of Press and Public Relations, Boriowo Folasade (Mrs.), stated that the move is part of a broader plan to use limited public funds more equitably and responsibly.

According to the Minister, the cost of airfare, tuition, stipends, and other expenses for foreign education can be redirected to enhance infrastructure, research, and teaching quality in local institutions—benefiting a larger number of students.

Meanwhile, despite the cancellation of the BEA programme, Alausa clarified that Nigeria remains open to accepting fully funded scholarships offered by foreign governments. These offers must cover all expenses, including tuition, housing, transportation, healthcare, and a minimum monthly allowance of $500, with no cost incurred by the Nigerian government.

The Minister also assured that all current beneficiaries of the BEA Programme will continue to enjoy full government support until the completion of their studies.

“We will honour all existing commitments,” he affirmed.

Alausa further noted that the discontinuation of the BEA Programme will not affect other domestic scholarship initiatives, such as: The Nigerian Scholarship Awards for students in public universities and polytechnics.

“The Federal Government Bursary for Education students. The Presidential Scholarship for NYSC Ex-Corps Members.”

He also reiterated the Federal Government’s commitment to expanding the Nigerian Student Loan Programme, which provides interest-free loans to students pursuing higher education within the country.

However, the Minister reaffirmed the Ministry’s commitment to equity, access, and sustainability in education.

“This is not an end, but a new beginning. Our focus is now on building a stronger, self-reliant education system that leaves no Nigerian behind,” the statement said.
