Death Row Inmate’s TikTok Broadcast Sparks Major Shake-Up in NCOS
The Nigerian Correctional Service (NCOS) has taken decisive disciplinary and security measures following a viral TikTok live stream involving a death row inmate at the Ibara Medium Custodial Centre in Abeokuta, Ogun State.
The Controller-General of Corrections, Sylvester Ndidi Nwakuche, described the incident as a serious breach of custodial security and a clear violation of the Nigerian Correctional Service Act, 2019, the Service Standing Orders and other regulations governing correctional facilities.
According to the Service, preliminary investigations confirmed that the inmate was unlawfully in possession of a prohibited mobile phone, which was used to access social media while in custody. The device has since been recovered during a search operation and secured as evidence for further investigation.
As part of immediate security measures, the inmate has been transferred to another custodial facility where he is being held under enhanced security pending the outcome of ongoing investigations.
The investigation also uncovered security lapses that may have contributed to the breach.
In response, the Controller-General ordered the immediate removal of the Officer-in-Charge of the Ibara Medium Custodial Centre and two other principal officers pending the conclusion of the investigation.
The NCOS explained that the administrative action is intended to ensure a transparent, impartial and unhindered investigation and does not prejudice the final outcome of the case.
The Service said the incident has further strengthened the Controller-General’s ongoing reforms aimed at eliminating security vulnerabilities and preventing prohibited items from finding their way into custodial centres nationwide.
While investigations have established the inmate’s culpability, the Service said inquiries are continuing to determine whether any correctional officers, inmates or external collaborators were involved through negligence or complicity.
The NCOS warned that anyone found to have facilitated, aided, condoned or failed in their responsibilities regarding the incident would face appropriate disciplinary and administrative sanctions in line with existing regulations.
The Service also thanked members of the public and the media for drawing attention to the incident, urging Nigerians to avoid speculation while investigations continue.
It reaffirmed its commitment to ensuring the safe, secure and humane custody of all persons legally committed to its care through sustained reforms, professionalism and accountability.
